What’s up with that? It’s been a couple of months now. I figured it was just a miss on your part Blizzard but it’s clear that you favor the Alliance. No worries tho, I’m sure going into Shadowlands will be great with all these increased rewards and special treatment for one faction.
Nope neither faction can, unless the quest is able to be done as a raid sized party.

It was great when the PvP quest could be done in a raid, fun times! 
Can still simulate a raid group if willing to do extra effort - just get multiple parties into same shard and use non party chat to communicate. Works a treat for the PvP quests!
