From the data I’ve gathered around the net, results were:
Got 1 slow and 1 fast weapon? Then it s WF on slow (MH) and FT on fast (OH)
Got two slow weapons of the same speed? They obviously always hit simultaneously and wf procs should always be applied to MH by default. So it’s WF/WF
Got two slow weapons of different speed? This is where I’m not really sure what way to go. Double WF with the risk of OH stealing Wf procs (since downranking wf on OH to generate separate procs is a trick that doesnt work due to shared cooldowns on every rank) or WF/FT?
you’re never going to want to use fast weapons as a shaman ever.
always go for the slowest of the slow.
if your offhand weapon hits slightly faster than your mainhand you should probably still be putting WF on it anyway.
Basically through testing the best combo is slow/slow with WF/WF or Slow/Fast with WF/FT you do not want to use flame tongue on a slow weapon ever.
Later phases the first combo Slow/Slow will scale better due to crit not effecting FT but first few phases get whatever you can get your hands on the DPS is not much different flame tongue it does perform well with a slow windfury mh
As for weapons being the same speed this is true as it uses less flurry charges per swing cycle and the ability to stagger swings for absolute try hards who want to proc more mh windfury swings by staggering swings slightly this is why the blacksmith change to weapons is gonna screw over enhancement big time.Not many weapons have the same speed at the blacksmith now you can’t duel Wield them it’s gonna nerf shamans.
Double fast weapons perform terrible for enhancement with windfury proc for low damage and FT/FT underperforming the windfury builds
My opinion is that if you’re planning on doing good dps as an Enhancement Shaman in TBC you take the two slowest weapons you can and you put Windfury on them. You can veer from that if you want and still play through the game but it will always be mediocre.

planar edge/castigator with WF/WF= 619 DPS
Planar edge/maexxna fang with WF/FT =601 dps
The reason it’s not useless is flame tongue scales well with attack power and a fast weapon so absolutely you want to take a fast weapon if it has substantial DPS upgrade compared to your slow offhand. Just late game when you are geared slow/slow with WF/WF will scale better as your crit and white damage will be high.
It’s nerfed as the blacksmithing weapons are changed from one hand to main hand .you cannot duel Wield them and the fact that they are 2.7 weapon speed there is only one other decent 2.7 weapon speed rod of sun king.
Why is that an issue because if the weapons are the same speed you use less flurry charges and if you can stagger swings 100ms it will increase your DPS by making your mh proc windfury while using less flurry charges this is impossible if the weapon speed is different making the blacksmithing weapons sub optimal.

flurry uptime isn’t a problem in TBC though, im on the beta atm and it quite literally has a 100% uptime. i haven’t tested it with fast weapons, but a faster weapon means you’ll spend flurry charges faster and for less damage per swing, meaning it could go from 100% uptime to maybe 90%, pure speculation of course.
Yes your probably right but the higher DPS from the weapon and amount of flame proc per minute due to weapon speed should narrow that DPS loss. If you have a choice always go slow/slow but if you have say a 70-80 DPS slow offhand and say malchazeen drops that is a sick weapon if you can get it.
while that might be true, you’d just be robbing a rogue of his loot innit?
pretty sure a rogue benefits way more than a shaman who will switch the fast weapon out as soon as a slow weapon of roughly equal quality drops.
Yes I wouldn’t take it from a rogue that really needed it if I could get another item but if your rogue already has it or there is no rogues on your run or he has the glad weapons and your sitting in a blue offhand this is a huge upgrade for you it’s actually one of the strongest if not the strongest weapon for shamans in phase 1
