The new event works in a similar way to the dragon fight world events with a scheduled rotation.
The boss spawns only once as part of phase 3 of the event. Due to the large number of players this usually about 5 mins after the start of the event. The event’s rotate every 90 mins.
If the event is already in phase 4 when you arrive the boss won’t spawn until the next event which will be in a different zone.
