I guess because it belongs to a bygone era before transferable currency and nobody can be bothered going back to legacy content to change that?

I think they feared that players were beginning to get over their disdain, hatred, revoltion and nausea caused by The Maw.
They put so much effort into making such a terrible zone that they couldn’t simply let players start to get rose-tinted spectacles and begin to think fondly of the place.
