If they use AI bots they dont need to remake any raid, if those bots are capable to play in Arathi and adapt their tactics to opposite player tactics they should be able to play already defined encounters. They only need to add some anti-afk checks to avoid the bots to complete the encounter without the player doing nothing or make mistakes. For example if the player steps into the fire make some bots die, if the player stops doing DPS or healing make bots to reduce their DPS and healing unitl the player go back to play, and of course if the player dies make the raid wipe in a few seconds.

Not if they use bots. If they use bots LFR encounter againts 25 characters would be the same encounter no matter if those 25 are players or just 1 is a player and the rest are bots. They only need to make some generic checks for the player so he dont AFK and make mistakes. Machine learning bots is the future.
Someone has to program those “magic” bots for each encounter.
You are indeed lucky, i have had queue times of 40 mins even as a healer.

Actually no, those bots does not need to be programmed by humans, is called machine learning, is used today in many areas, not just videogames. They already have machine learning bots created, they only need to put them in raid encounters and make them fight, the first few hundred times bots will just do everything wrong, but they will learn, just like it happened with Arathi AI bots.
This already exits in game, those bots were used for the Arathi Brawl againts bots, the bots learned and improved over the week, the first day it was easy win even with 5 bases, by the last day the bots still loose but it was actually hard to keep more than 3 bases and sometimes even they won. By the next time we have that Brawl probably it wont be 100% players winning anymore.

But why 4 tanks? Is this to combat the problem over people not playing tanks because there isn’t as many tank slots as healers or DPS? Thats one way, along with somehow making Tanking and Healer more fun (cos for some it already is) and/or lucrative. Reducing LFR raid sizes - even, yeah, making LFR Flex as well would be good.
I still think a Solo Scenario could work, even if it’s only accessible in the previous tier.

Well, at least Normal doesn’t necessarily have a queue, and you can put in effort to make things faster by setting up your own raid. Still, Normal you have to at least do the tactics. LFR you just have to partially acknowledge them!
The changes to tanking in BFA didn’t help. I had other reasons for changing to DPS from Tanking in Legion, but I don’t like feeling thankful that I did. Tanking still isn’t hard for the most part and I do enjoy it enough to possible pick up my BDK again, but I still don’t think the changes to threat and other parts of tanking helped.
But why is the queue so long for the one thing you do want to do. A bit of a wait is fine, but 20 minutes is edging towards stupid fast.
Oh dear god! No! No! No! Not a flex at all. That was to one of the other commenters. Anyway, I hate Vayne, but I do understand the annoyance top end MOBA players have with queues and am thankful that I am crap enough to have shorter queues.
Let’s replace LFR with Solo Scenarios then! Thats what my idea was - LFR ruined raiding because it brought in people who were not prepared to contribute to mechanics. The Solo Scenarios would make you contribute and prepare you for Normal+. That was my thinking in it all.
Exactly! Pretty much this. Though not too slow - there would still be enough threat in the fight to matter! Balancing would be an issue though.
I think they did a great job in Trial of the Crusader on the faction fight… and that was quite a while ago now
