Can we expect eventually adding that thing which was supposed to be in the game since TBC classic? Or PvP will be dead day 0 once again?

Its broken on retail,why u want it on cata ?
How is it broken? Soloq works on most pservers. Would be a good thing to add, as many pvp players play casually and cba looking for a partner.
MMR system is broken+ its best place for pvp bots to grind rating, since ur not forced to chat with ur mates, Venruki got bunch of videos talking about that.
Soloq is awful on retail and killed 3s on old AT imo, it wont fix anything.
