You don’t even know, you make an assumption. 
They could open now, at prepatch, as paid service for the ones that wanna prepare for WotLK, follow guildmates already moved to TBC etc… and then open the free transfer when som ends for all the other players not interested. Both options can coexist

Yes, it is. And when have Blizzard’s actions of the past few months made any sense? Does allowing transfers from SoM to Wrath make any sense? They are still doing it. So you might be wrong yet.
