Soulbinds and Conduits below level 60?

Hi,

Because I hit max level on my main, I was able to buy Broker Mark of Distinction for my alt to instantly grant him level 40 renown. I have a question about this: can I access my Soulbind and Conduits on my alt which is below level 60? Because I can’t seem to access the Soulbind/Conduit table. Or do I need to be level 60 on my alt first?
