I think that quest is one time only. You get additional spark fragments from the big weekly chest (world soul or something).
How do we get them if not from a weekly quest? I’m new to retail and crafting and none of this makes sense to me.
I think you either get them from weekly chests, dungeon bosses or raid bosses.

AFAIK, you can’t. It’s sort of a catch-up mechanic and a way to fill in a gear slot with superb crafted gear if that piece you’ve been waiting for just doesn’t drop. It’s not really meant to be abundant. You have the enchanted crests fot that - these are readily available and farmable.
EDIT: Just checked wowhead and it seems it also has like 1% chance to drop from delve chests. So yea, if you are feeling lucky…
