Well, it’s Sunday. The unofficial-official day for threads like this. 
As last time, I took the representation > 1800 and compared it with the representation > 2400 and > 2700 rating. This doesn’t exactly say if a spec is too strong or not strong enough, just how good the chances are to succeed with the spec. I got the data from seramate and counted NA and EU together. That has up- and downsides, but more data overall gives a more objective picture!
Don’t understand this of how strong a spec in general is or in your personal mmr regions, but of how good your chances are to reach 2700+ with a spec!
Very unpopular specs like Outlaw, Fire, Aug or Enha are not very accurate, as a single player less or more would make a huge difference! Keep that in mind!!
How to read it? Well, lets say a spec has a value of 2.5%. Then its representation was maybe 7.5% at > 1800 but 10% at > 2700 → 10 - 7.5 = 2.5% That means its performing way better at > 2700 than at > 1800 which indicates its very good at top ratings.
If the value would be -2.5% it would indicate that a spec is doing better at mid than at top ratings!!

Left side the overperforming specs, right side the underperforming ones. I would say everything >= 2% is S tier, >= 0% is A tier, >= -1% B tier, >= -3% C tier, < 3% D tier
Yes, based on that Shadow, surprisingly WW and Demo are clearly underperforming, at least at top ratings! Balance Druid is very balanced and maybe a bit surprising for some MW, Pres, DH and Deva are S tier! We can see a clear Healer shift lately! But 3v3 is very meta depending, so lets follow with Shuffle to compare:

Same here, positive left side, negative right side. So a lot more specs are more or less overperforming than underperforming here. While Arms can’t take its dominance over to RSS, there are specs like DH, Pres, Deva and MW who are also sitting on the top in that bracket. So I think we can clearly see what specs could use a nerf because they are too shiny!
But we also see what specs could probably use a buff (Rshaman, all 3 Priest specs, WW (toolkit / uptime) and probably more). Specs that are doing way better than being told are Outlaw and Fire, even though Outlaw is the only spec that hasn’t a single spot on 2700 in shuffle which is sad! Boomy finally raised up and is good enough imo
