Is there a speed cap in place for Dragonflight? I might go 2x Wafting Devotion instead of Sophic Devotion on my ww monk, but not sure about the cap.
Also, how much speed does increase your movement speed by 1%?

Download the addon called Truestats. It shows you the diminishing returns breakpoints for each secondary stat for the spec you are playing. The first break point for haste is usually around 5100 rating (If I remember correctly) at which point the stat loses 10% effectiveness. The second break point usually comes in to effect much quicker at around 7000 rating and the stat loses another 10% effectiveness and so on (I think the break points get much closes after this, meaning the stat loses alot of value very quickly). Diminishing return breakpoints are often stat specific and can be different for each class/spec.
So if you’ve been stacking haste and are very close to the soft cap, then it would probably be worth going with Sophic Devotion.

Not sure how or what you mean 2 x as you can only enchant your weapon and not your offhand.
Dualwielders can enchant offhand weapons such as swords, axes, maces, warglaives, daggers and fist weapons. Only items labeled as “Offhand” cannot be enchanted.

OP asked about speed, not haste.
AFAIK tertiaries have no cap per se, but rather diminishing returns without thresholds. Meaning each point will always give you less than the previous.

According to a guide I found tertiary speed stat bonus caps at 49% bonus movement speed
