IIRC its based on giving 100% of +dmg to 3.5s cast spell.
If the cast is shorter, you get less +dmg.
Example if cast 2 sec cast spell, you get 2/3,5 *spell dmg as bonus.
I also think to remember that instants (fireblast or shadowburn) count as 1.5 sec cast.
I fail to remember if >3,5s cast spells get >100% dmg buff, but dont think so.
Oh wow. I always thought downranking penalties only kick in when the caster is far above the rank’s level, but I just tested ingame and rank 4 Frostbolt is receiving the right coefficient even at level 60.
R4 Frostbolt is actually learnable at 20 though, but I guess the conclusion is anything 18 or lower is heavily penalized.
The equation is dropped here:
so 20 - 20 give zero penalty but 19 would already have some.
