Spell ranks scale with leveling?

At each level cap we’re gonna land on in SoD we’re gonna be just below some important spell ranks for certain classes. Like Shamans Lightning Bolt gets a new rank at lvl 26, which makes elemental currently almost worthless. Same with Mind Flay I believe, and maybe Frostbolt?

It would be awesome if spell ranks were properly aligned and scaled with your level, that way no spec would fall behind for such a sad reason.

Necessary else spells can never compete with rune scaling. Spec using mostly runes in their rotation will alway win for casters (se firedestro lock).
