Resto will have maelstorm weapon next expansion.
So i made up a build where you spam flame shadock, instant lava burst and primal strike.
Then you will have nearly instant spells.
Even if you can, does not mean you should 
.
I mean, maelstrom weapon has 20% proc chance. With your autoattack and primal strike, you will need 25 AA/PS to actually get a free instant cast.
I am not trying to say to not TRY it, just to not get your hopes up.
Some resto’s actually don’t understand the power of shocks and primal strike^^ : By fully optimizing your shaman, even if you have to go on melee, the time you are casting LB, Lava burst using Primal Strike and fast shocks is more efficient as you are not dead down to dead globals. As a shaman you have to think of this.
You are right about shocks/LB, but please
do NOT go into melee without a reason (group up healing/mechanics), and especially REMOVE primal strike from your bar.
There is 0 reason to press it over frost shock. It costs 9 times as much mana as frost shock, has a 12 second cd, and deals negligible amount of damage. Frost shock actually has no cd, costs just 1% of your base mana, has 40 yard range, and does WAY more damage.
