I am SO fed up, I have been doing the dailies for this Ardenweald covenant cheevo every single week and the achievement never comes.
It has no tracker, but if I track manually , I get it marked off each week for the one I did, but wiped again the following week.
I am only staying in this covenant to fulfil this final cheevo there. I want to leave!

I did this one on my demon hunter, who has never changed or left the Night Fae covenant. 
Is it possible that your char has switched covenants which might have affected the quest ?
Or is the same seed quest always showing?
Relogging might get you a different seed quest ?
Other than that I can only think it might be a bug or an addon affecting it.
There are a lot of comments on Wowhead from others experiencing similar problems, which might offer some insight.

And I have been doing different quests each week of the four for the cheevo.
Read wowhead and tried all their methods.
It’s just driving me insane. I would open a ticket, but I know the GMs are not interested in this kind of problem.
I think you should, as it appears you are not the only one with this issue. Each ticket will allow GMs to compare players and evidence to perhaps identify a causal link.
It could be something simple that just needs a technical prod from a GM to unstick it. 
I am not sure if you are aware, but after unlocking the Spirit Falir, there is a Rare and Unusual Spirit quest in the Spires of Ascension dungeon.
This awards a Tranquil seed to unlock the Spirit Ohm and quests for the Mediation Master achievement and a toy. https://www.wowhead.com/npc=174508/ohm-of-meditation
I am currently working through the Meditation one, (I need help with dungeons, so only doing one spirit at a time).
There is also a quest after that to get an Energetic Spirit of Curiosity unlocking Lia the Curious for the All Spirits Great and Small achievement and animal souls in the Conservatory.
Phew !
Then I think that is it !. 
I don’t know if all spirits are only unlockable one after the other once their quests are done, or can be worked on simultaneously.
