By comparison, Sylvanas can raise non-humans now because uh… a deal with Helya? Maybe? Are her Valkyr stronger now or something? It’s hard to say because it’s a break in the logic the setting presented us with in the past. There’s no obvious answer.

The Valkyr can forcefully raise Humans.

They have to ask Elves, and not all Elves will say “Yes”.

She didn’t do it before with BElves because Lor’themar was all "No " and she respects+appreciates her fellow horde factions even if she is not a part of them because she is not a RACIST like ANDUIN.

8.2.5 is being downloaded, and there’s scheduled maintenence for tomorrow. I’m probably being too hopeful, but maybe it means it’s possible for a next week launch?

It’s almost guaranteed. 8.1.5 went on the background loader about 6 days before it launched, and most people’s Classic subs will expire on the 28th. If it comes on the 25th, it’d fit both timings pretty well.
