Given that Blizzard are not likely to give expansions away for free there would need to be a completely phased out version of the new content overlayed on top of the existing. Unless you plan on kicking the lower level players out. If you use main capitals as quest hubs then there may again be a need to phase the areas in full or in part given the nature of the distorted time lines we have in this game.
I am guessing that reworking the whole maps to accommodate all layers and levels of activity old and new would be a mighty challenge and prove less than profitable. I doubt it will happen.
Never underestimate just how many players there are in the game and the take up for land should player housing be implemented. Again this would only work with instanced housing areas. If land was allocated to players I can see there being a general shortage in no time and players unable to source areas. So you would finish up with a a glorified garrison albeit maybe in multiple occupancy. Problem is when guilds and friends want to be in close proxility. The time and resources needed to both phase two massive continents for both new and older activity, together with phased areas for housing would make this a costly and problematic and would still result in large areas of land unoccupied, splitting the current population even further between a whole raft of new instanced and phased zones.
There are but two solutions to the current issues with this game, the first is to drop the whole lot into the trash and start over and give us a brand new shiny Warcraft that makes sense. Or we simply drop the whole lot in the trash and start over. I thought the point was of such significance to warrant stating it twice. Its game over boys for this version of Warcraft. It needs a reboot. Not a rework but a whole new product.
