I am starting fresh on cata classic (never participated in the other classics).
What server should I choose as horde? and will the locked servers be unlocked?
Also are there any balanced servers?

Most servers are one-sided. There’s a couple exceptions that are somewhat balanced: Mirarge Raceway (which is a PvE server) and Пламегор (which is a Russian server).
If those two aren’t your cuppa, you might want to check out ironforge.pro to see what other server options you have.
About the locked servers, they might unlock but only Blizzard knows when.
