State of warmode

Just wondering what the state of warmode is today. Came back after a few months break and cant help but notice most of the time the horde with warmode on seems to be severely outnumbered. Doesnt blizzard somehow even the score out ?

What is the best way to get gear without going mythic 10 + ? seems you need to do a awefull lot of long time pve to get gear?
