Why do the stat weigts have to be flipped between the specs?

Stat Vengeance Havoc
1 Crit Agility
2 Mastery Haste
3 Haste Crit
4 Versatility Versatility
5 Agility Mastery

I would like to play both specs, but I need 2 sets of gear?
I initially picked DH as a DPS alt, but sometimes I dont mind tanking on it for friends - but I feel punished for the gear I have to pick.

because they are different specs?.. and each spec has its own stat weights?..
especially considering they both are doing different roles?..

As aldrachi vdh you need to stack haste for soul gen

Depending on how high you wanna push, its not bad just stacking haste/crit as vdh
