Does the Paladin/Death Knight speed increase stack with this?

Yes, or at least they should, as this is the system that was in place when these abilities (Crusader aura + On a Pale Horse) were introduced.

I would actually be more surprised to see them stack with dynamic flight to be honest…though the difference would be negligible, anyway

It works with steady flight, can’t comment on skyriding, I don’t use it.
