When I make a new Allied Race toon, I get sent straight to Stormwind. Is there any way that it’s still possible to do the starter zone quests?
Allied races never had their own starter zones. They were always sent to Stormwind/Orgrimmar straight away.

Oh, I see… But the Void Elves, how do you access the rest of the Rift areas?
There are portals by the embassies. You can only see them if you are the allied race.
Are you sure? I could have sworn I did a small chain on a void-elf before I was sent to Stormwind. (I can’t remember exactly so I am genuinely asking 
)
Not true though, they should have starting zones. The only ones I see that don’t have starting zones are Lightforged Draenei, Mag’har Orcs & Vulpera
Zandalari don’t have a starting zone per se. They start in front of Talanji’s throne and she tells you to go to Orgrimmar, and that’s your starting experience.
Maybe you’re mixing it up with the questchain you do to get the allied races?

Could very well be yes, I unlocked many of the allied races a long time ago and I honestly can’t remember.

Cause we start at level 10 so we don’t need to have a starter level anyway

I guess I mean specifically the Telogrus Rift area, I didn’t access any of this while unlocking the Void Elves and now that I have unlocked them there don’t seem to be any quests to let me go further through it… I thought it might have been removed in the levelling revamp or something

It hasn’t been removed, allied races starting experience didn’t change since they were introduced in Legion. You start at level 10 in your “capital” like telogrus rift for the VE or the Vindicar for LF Draenei, they give you a quest to go to SM and that’s it. You can come back to the zones using the portal near the embassy but there is nothing to do there.
