Not sure which is better, want to see some recommendations I could try out. Going by the two builds on Wowhead.
Elementalist will be better for the most part (especially with new tier).
Storm could become abit better for really high aoe (10+ targets), but I do not think this would come up anywhere.
the problem is that even the storm build has now to play with pmw, therefore you can just play elementalist in the first place as it benefits more from it
