You can either go to New Dalaran and use the portal to Shrine, or you can go to bit of Stormwind where the hot air balloon is, it's marked on the city map. Has a portal to Paw'don village.

look for the hot air balloon west of stormwind keep by the lakeside, the portal is below it

Getting to Pandaria, from Stormwind directly, will require some of the MoP starting Quests to be done, esp. for boosted characters & Demon Hunters.

Somewhere amongst the clutter on the Hero's Board may be a Quest* to go to SW keep to meet with a Night Elf SI:7 agent - he will direct you to a skyship to start the journey, which will - at some point - result in access to the Paw'don Village Portal (if you can't see it in SW already; Demon Hunters may not be able to, boosted characters might).

Yes; Legion Dalaran is the quickest way, but it will depend on what you want access to Pandaria for.

*if you get the Quest from an auto-accept on visiting SW, check your Quest Log...

There's a portal in Broken Isles Dalaran then, which will take you to Shrine ^_^, or ask a Mage to give you a portal.
