I’ve noticed this a lot lately in arenas. What are they emoting exactly so that I get this message?

I think it’s when the enemy says something in /say. I noticed that in shuffle when the person i played with before used to send a lot of messages in /say and when on the enemy team constantly making stranges gestures. Might be wrong though.

You only see that from the opposite faction so you can’t read their custom emote. Cross faction communication prevention.

yeah its when the enemy team during match says something in /say bloodlock is right
It’s just toxic mouth breathers spamming profanities. Pretty common sadly. Bet they hate that you can’t /spit people anymore 
I’ve seen people spam it then lose

ignore it, if they spam it, alongside “X laughs at Y” or something then they are only entertaining themselves and are probably losers.

It may also be their addons saying things like “interrupted” or “target this,” they’re not necessarily chatting.
That’s exactly what I was wondering - whether it’s an PR thing/addons spamming, or they are saying profanities.
Anyway, thanks for the clarifications 
In MoP people used to have /yell “put something stupid here” in their Swifty macros and I believe many people kept it. It’s not visible anymore you just get strange gestures. Also I had and addon called “PvP sound” that worked like a commentary in Dota 2/LoL/Unreal Tournament. When I killed someone it said “First Blood” and also left a message on /e. I got plenty of whispers after sore losers because of it.
So my darkness macro will say the same stuff to the enemy? lol?
