If the vendor is INACCESSIBLE without exploiting (example - people buying Glad gear with tier tokens from Quel’danas) then yes, you should be banned.
If the vendor is a regular accessible vendor and Blizzard messed up - then no, a ban is not justified
its not on the players, blizz just stop being retarded and remove/refund the items. Its not a hard fix, and entirely worth doing. Many people are playing this game just for arena, its absurd they would allow unfair/unjustified advantage because of a bug. This for me will show if they care even 1% about the players.

They replaced the item with the blue ring now. They can just replace it on those players for it too, I see no problem here.
Would solve the little advantage issue.
It is quite amusing that we had some of the same bugs that private servers have (and fixed), like “Deathblow to the legion” quest bugging out for the entire server until restart.
