Stuck in wrong phase in Durotar

I just picked up my lv 21 horde character and got stuck on the quest “The Dranosh’ar Blockade” outside Orgrimmar. I need to talk to the NPC “Gor the Enforcer”. The problem is that he and the other npcs around him fades away when i get close to him. I can se on the map where to turn in and even that it is one more quest to pick up there. I think this have something to do with the BfA phase with all the soldiers and riders and stuff outside Orgrimmar. I made a new lv 1 character and he dont se the soldiers and stuff but he can see my npcs!

Does anyone know a workaround so i can change phase back to where i can see him?

I had the same problem. I managed to fix it. Chromie Time. Legion. Do the opening. The Broken Shore scenario. After doing that and getting the quest “Fate of the Horde” you’ll be able to find and interact with Gor the Enforcer again.
