Stuck trying to start balance of power as Kalec isn't appearing

I’m struggling to get the Image of Kalec to appear to accept “The Power Within” quest. I am on a druid alt wanting to get the appearances from the questline after already doing the entire thing on my Warrior. However I believe I have done all the requirements to make him appear and still having no luck.

What I have done:

• Finished order hall campaign
• Finished story lines such as “Behind Legion Lines”, “Defending Azurewing Response” and unlocking Shal’Aran.
• I have Court of Farondis reputation at Honoured. Suramar and Valajar are also Revered.

Furthermore, I completed the order hall campaign 4 or 5 days ago now so it shouldn’t be to do with waiting. I read a fix is to also join an arena and he appears after, yet this didn’t work. Lastly, I have also checked around Azurewing Response and he isn’t with any of the other dragons there.

I would appreciate getting some feedback here as would love the appearance to be unlocked before Shadowlands!

that doesnt help at all as it doesnt help with being stuck to unlock this quest line…
