I assume you’re running the game on windows but which version and update. There’s recently been issues with win11 and cpu’s.
Might wanna go to bios and try to hone your memory settings if you know what you’re doing. Windows has some overhead on your cpu and Nvidia gpu taxes your your cpu more for certain tasks unlike AMD or Intel options.
Not much else you can do, maybe undervolt the cpu to achieve higher stability
Dont know of it was said already, but what cpu do you have? If it Intel 12th,13th, or 14th gen. You gotta a problem with efficency cores.
Download procces lasso, and set it so that wow only runs on performance cores. And high priority.
Have i9 13700, and 4090, with 64gb of ddr5 and had the same problem. But only in mythic raids or m+ with lots of mobs/ procceses going on. That removed the stuttering.
For some reason wow has a problem with eff cores. Dont know if its fixed already, cuz i always use it with the program.
You could also just disable eff cores in BIOS, but that is inneficient

Low FPS okay, but stuttering, the 3D CPUs should be pretty much stopping these stuttering and low 1% lows.
Performance in general seems to (again, and for me this time, too) have dropped, but stuttering I am not seeing on my 5800X3D.
Just FPS that dropped below 100 for me in the open world after early access ended.
Normal gameplay shouldn’t stutter on a modern system.
What will stutter though is when flying over players, especially in hubs.
It’s obviously most egrigious in Dornogal, there i had drops to the 40 when flying fast over the AH and goes up to ~100 when landing.
I’m experiencing also stutters in cities when Dragonriding. Worst is around AH and bank. Same thing was in Valdrakken. It tarted with Dragonflight pre patch and keeps going to this day. Blizzard fixed stutters in open world but it never went away in Valdrakken and now it happens in Dornogal. I don’t know why but Valdrakken and Dornogal are the only cities where stutters occurse. No other towns have that issue.
I found a fix (at least it worked for me so far).
Multi-Plane Overlay (MPO - Windows feature) causes freezing/flickering/stuttering/driver crash.
To disable download this reg from Nvidia (it works for AMD cards too, its a windows bug):

What else I did (Nvidia only) was to give full permissions to the SYSTEM user to nvlddmkm.sys in system32.

Dornagal is laggy as hell and stuttering nonstop .
Raids and Dungeons are micro stuttering and its driving me crazy .
I personally have an issue where when you finish dragonriding race, loot more than 5 items, getting honor constantly (mainly in Epic BG’s) the game literally stutters or even freezes, especially at the end of a DR race. And by freeze I mean for about decent 3-4s. Meanwhile during combat in raids / dungeons I have no issues at all. Tried with no addOns and even did full reset to UI and…its still the same.
Wanna hear the funny part? It happens only on this character.
At the moment I have open ticket about it and ofc got the auto response with the basics that I already went through. Recorded a video where I compare how it looks this character and another and I sent it back. Hopefully they check it out more seriously this time
i’ve always wondered why every single expansion the overall performance goes downhill meanwhile the game visually looks the same every time. for example during dragonflight, legion dalaran was great on fps but as soon as tww prepatch dropped and they added new npcs to legion dalaran, the performance in legion dalaran took a nosedive. actual insanity
even hopping on the ptr with zero addons, you can go to the main entrance of dornogal and just stay right outside the city with 300 fps, but as soon as you take one single step into the city where the top text says that you’ve entered dornogal, your fps plummets from 300fps down to 130 even tho there are no players anywhere. how is this reasonable? you’re literally still rendering parts of the city even if you’re outside. yet as soon as you see the top text change to dornogal the game basically craps itself for no reason.
What you can do is next time you update your computer, choose a CPU that is known to have the best single thread performance in games, which I guess has been X3D cpu’s recently, like Ryzen 9800X3D probably right now, and used to be Intels some years ago before X3D. It can help a little but doesn’t change the fact how WoW seems to be coded and there will be always some stuttering in busy cities. Also good point in lowering the Environment Detail because it promotes the problem. I keep that and some other settings down also just for the graphics to look more simple therefore less straining to play long durations (old pro gamer trick.)
Install the MSI Afterburner program with RivaTuner, see what is the bottleneck in the system.
If your RAM has timings in Auto mode. it is better to find out the default values in the Aida64 program and install those recommended by the manufacturer, the timings of the motherboard may be poorly determined.
Reinstall Windows and preferably on Windows 10 Pro x64, there were cases when updates were installed crookedly.
Make sure that all devices are identified correctly in the Device Manager.
