Make it like retail where the first 50 get the achievement classic servers nowadays are way bigger then they were back then and it makes no sense to leave it like it was for only 1 to get the achievement for winning.

But having only 1 person get the achieve and title makes it much more valuable and rewarding

In theory, only the first person to deliver the required amount of tasty fish will win the tournament.
In practice, the event is bugged, and the quest resets every 10 minutes.
So, you can wait and turn in the tasty fish 10 minutes after the winner. You will “win” the tournament. If somebody else is faster, just wait another 10 minutes.
I “won” the tournament 3 times in a single Sunday

This never worked on my server i waited 2 hours last weekend no more turn ins . For 1 winner thats 52 winners for a year in servers with 12k+ people and thats a small server by the data we have seems unreasonable its way less then 1% that can get it in a year
Its a lie that the servers are bigger now with exception for firemaw and gehennas, its just so blizzard have an excuse for them lowering server capacity. We did 120 man raids to orgrimmar back in the day no problem.
Why is the need for layers if servers are not bigger
I once got it with my mage alt when I was about level 40. This was during TBC Classic.

Multiple winners are no longer possible after the fix on the 3rd of Oct. No point repeating this every week, instead we are ought to bring this up to Blizz’s attention for a possible review. Personally, don’t see the point of making this achieve and subseq the title super rare and harder to get on bigger servers. Grace window is a fair option
