Subtelty stealth

so im leveling subtelty and now 70, but seems for every trait i got that adds an effect for being out of combat, my stealth got worse.

sometimes i kill mob and stealth is ready, but othertimes its unavailable for like six seconds or so, even though its lit up as ready
