Reasoning: The gear crafted with Spark of Ingenuity serves as an immersive and rewarding way to have an item that stays with you for a long time and you get attached to - you have it crafted, recrafted to higher qualities, infused with power, etc.
The Problem: However, tier set pieces are on specific slots (at least for a long while, until the Catalyst is unlocked) - as such, it’s a very bad feels moment when you have to replace an item on which you used your Spark with a tier piece, transforming what should be a joyous moment into a frustrating one.
It also severely undermines the value of crafted gear, especially for tier piece slots, which goes against the philosophy of “crafted gear should be end-game relevant” and further punishes crafters that specced into crafting high quality gear for a slot that will be filled by a tier piece (ex: helmets) in a time when many crafters feel overwhelmed and frustrated with finding customers for Crafting Orders anyway.
Implementation - Once a week, the Engine of Innovation should allow you to extract a Spark of Ingenuity from a soulbound item. Ideally, this should also give you back any Primal Infusion or Concentrated Primal Infusion used, but not any materials or Primal Chaos.
