A single PvP realm could stimulate a community of WPvP guilds. No sharding, no WM bonus, no PvEers in zones.
Classic gets PvP realms, why not retail? We had them - but PvP community was fractured across multiple realms. What’s needed, for guild v guild WPvP community, is a single central hub PvP realm.

Don’t know, if they open a pvp realm(s) they have to.
Create a pvp gear.
Remove all the existing pve gear from
the pvp realm which means no pve and
only pvp.

Ye, but that’s why I’m thinking a single PvP realm. Old PvP realms, WPvP guilds if any were spread across all those realms and no interaction = community decay.
A single PvP realm, prob enough players to have a decent realm population = community potential.
Also, part of reason War Mode happened was extreme unbalanced PvP realms, making them redundant. A single PvP realm could be easier to balance, using a PvP outnumbered bonus. But ease of fixing outnumbered on a single PvP realm would be harder than on a WM shard.
Adding a single realm is likely easier than making changes to the game.

I’m thinking they could set up the PvP realm basically the same as any other realm, except PvP perma flagged and no War Mode.
Have some sort of PvP only bonus to encourage transfer, and a PvP outnumbered bonus to compensate outnumbered.
Then, if PvP vendors ever return, just stick em in there.
There is prob no chance this can happen, but interesting to think through what could make it work.
