Have been reading in wowhead that you have to do some quest to be able to get the Sundancer.
Have tried now 3 times but still no drop.
Is there something I am missing or it is just a rare drop?
Yes a rare drop not 100% if you read wowhead like you said it would have told you 
Was more thinking if I need to do some quests at Bastion to be able to get better chance for it to drop.
All you need is the buff from the monument and to find the rare .
I got it first kill.
Get the monument buff, buy the glider and use it when Sundancer spawns. You don’t need to be the one actually riding him, you can just use the glider and get back to the platform where Sundancer will be attackable.
It seems that using the glider gives you an invisible buff that makes the mount drop much more likely.
He’s just a rare drop, I think I did him once a day for most of a month before he dropped but it’s RNG ofc.
