can you stil get +rep with scyer for giving them sunfury signet?

Most likely you haven’t done the shattrath city intro questline, which i think is what spawns the related npc’s.
Check if you’ve done the intro quest on the relevant character:
/script print(IsQuestFlaggedCompleted(10211))
If not then pick it up near the center of Shattrath City, and follow the npc around while fighting the urge to fall asleep 
After that go see if Magistrix Fyalenn is available now, near the entrance to the main building on the scryers tier in Shattrath.
