What you described is often caused by security software (Antivirus, firewall and similar, including any related OS integrated features) blocking access to certain network resources. Best option to troubleshoot this possibility would be to setup exceptions in said software to make sure Blizzard games and applications are allowed unrestricted network access

It can be part of a wider spread problem if it’s not an unique case, I will try to bump this up to see if it’s impacting a lot people.
