A very big problem lately are the people leaving because the dungeon time is over. They do this despite the rest of the group wanting to finish. On high keys, completing the boss without one DPS is very difficult or impossible (and if the group leaves the tank or healer, it is definitely impossible).
Blizzard should start punishing such people. The best solution would be to create a “surrender” system. It would be that in the dungeon you can start voting on the end of the dungeon (if someone makes gross mistakes or for other reasons) - if at least three participants tick YES then the party can be dissolved. If someone leaves the party or will be offline for more than 2-3 minutes - then this person gets a flag / debuff that prevents them from participating in the dungeons for another 24/48 / 72h (when you try to turn on the key, the leader would receive information that he / she did not you can start the dungeon because there is a person with the flag in the party).
Good suggestion but i see many issue here. For example, a group of 4 “noobs” want to finish the M+ at any cost, after 2 hours you are exhausted and you want to leave you cant cause the other 4 maybe are in discord and they having fun togheter independently by the timing. BTW yes, leavers problem is something need to be addressed by Blizz

Maybe set time when you can leave without flagging and voting? For example after overtime 15-20min dungeon?
The time is only example - can be bigger - to do not torturing, but even try end a little overtimed dungeons
…and thus kill M+ pugging, because no tank or healer worth their salt would ever participate, people don’t want to be held hostage to a bad group in a dead key. Good job!
There’s already a very, very simple fix for all your problems, leavers and bad performance: play with people you trust. Join a guild, a community, and build a network of friends. No more queues, no more leavers, much faster keys, far more fun. Simple as that.
The problem is… when you join to the guild they have got closed groups which one pushing and they don’t want do it with you (because know each other very good and don’t want to change this to do with new guild player). Or you can try do with low group but… for what I would do +5 when I got keystone master and need just 14+++++ for GV ? With community is the same - I’m in two big communities and all that they do is 10-13, higher keys they have teams.
Of all the reasons players leave, this is one of the most accepted ones. The solution is so simple…
Some timers are over 40 minutes? Yea well, not too surprising that players leave if it takes that long.
Who the hell wants to be held hostage by garbage players who can’t perform basic tasks?

Then you didn’t join the right guild. Nevertheless, there are communities too, and you can build a network of friends.
I’m in two communities that do sub-10 keys pretty much any time of the day, regularly, and I’m on alliance side with fewer players. I’m sure Horde has more than two communities, and a few of them are bound to do lower keys too.
Same, but I almost exclusively play my own keys.
So someone with a legit disconnect gets punished by a 24 hour ban on m+ after their router resets ? Same with someone who has a legit 10 minutes IRL urgency ?
And a group of 3 people can basically troll anyone by refusing to vote for the end of dungeon and enjoying seeing the others kept hostage for several hours unless they accept to take a 24 hour ban ?
Or people just upping the levels of insults / mistreatment / harassment of a player in a group because they know the victim has no possibility to leave without incurring a penalty ?
