How do you start this quest? I tried everything wowhead said but I couldnt make the quest start yesterday. Help me out!
Reading the title i thought this was a venting post
It starts from the item
However it does not drop if the daily quest Waste Not is up. It has to be a day where the daily quest A Direct Approach is up but Waste Not is not up. Those 2 quests basically share the same lockout/area (Copied from a comment from wowhead).

Those 2 quests are ALWAYS up together, I have never seen them not be up together, so this is impossible. I wish Blizzard would address this, but I do wonder if there is a way around this that people are finding and just not saying. I mean why come to this thread if it has worked for you…

Still item does not drop. The quests seems again up together. Insane because at the first day ever quest was up I got item and quest but it disappeared after quests CD. And at that day balloons didnt spawn.
