i wish blizzard could ever fix the bug target of the target health bar as i play guardian druid and i usally dont look up at my health bar i look up on target of the target health sometimes i have spells and trinket that increase my hp for short moment then it expire when it does expires my health bar in real is full but in target of the target is not full so i keep spamming def cd or health regenerate hoping to get full health but it wont work as i’m already full heal …

We’re not aware of any such issues - it honestly rather sounds like an UI-mod may be interfering with the display of the healthbar here. The steps listed here should prove helpful in this case, and if the problem still occurs past that a point an actual bug report via the dedicated function would be highly appreciated. 
No one is surprised that you are unaware, guardian druid is so weak that barely anyone is playing it and most tank enthusiasts have already rerolled to one of the noticeably more powerful classes. Kind of hilarious how it took almost two months after release for anyone to even notice how tooth and claw wasn’t properly reducing incoming spell damage - that’s how few players there are.
I’m aware of such issue. The TOT health bar will start showing at around 2/3 of the way full between shapeshifting while your own personal bar is at 100% green. Some other smaller problems concerning raid frames as well but I can’t reliably attest to what information healers and other people in the raid may be seeing at the same time.
