Its been two weeks since I have issues. I posted own thread at russian forums 14th of August, telling that I have issues since 10th. There were other threads and people complaining about the same, confirming the date.
Today every member of our group had lag during 2 raid encounters. But its just smth which happends when connection reaches its boiling point, just like people could not loggin on Tarren, post messages through battle.net.
For the most time only world latency go high and keeps its numbers until I log out and In at the same instance/location, this may solve an issue by ~75% chance. So its not just location lag, its personal latency which can be reset. Also, changing the location removes latency as well. I never lagged in tbc/wotlk/wod/legion locations (used to level herbing and mining there).
In rare cases home latency go high, then its impossible to gather mail or use auction house, chat through battle.net.
The 3rd case is when location lags for everyone, but home and world latency doesnt show anything bad, like 50/50. Actually, not for everyone. When Argent Down european players lagged in Boralus, I didn’t.
I have same traceroute results for 2nd week, please Investigate IP 137.221.66.41. Another one seems to lag for a year now. Maybe it started causing issues, maybe it didnt.

Might be smth else, like any dungeon.
I think you can check what my ISP is though WinMTR Statistics. Country: Russia. I believe I lag because I can’t avoid certain hosts of the Blizzard internet partner. Back in my thread one of the players said that VPN didn’t help, another said it did. But as In my case even reconnecting helps, I think it was just coincidence.
