If I go get exalted with thunder bluff on my orc now, and later race change that orc to a tauren, will I be able to do the quest to unlock the heritage armor or will I need to level a tauren to 120?
For core, non-allied races, all you need is a toon at max level and exalted. The other restrictions (leveling to 110, without boosts, faction change and the like) only apply to allied races.
So yes, you will be able to unlock the heritage armor without having to level a new char.
