The short story is me getting mad that I wouldn’t be able to save my chat panel position, as we all know or for most of us, it keeps resetting to its initial position after changes in Edit Mode.
I can not remember where I actually see it, but a user said something about WoW folder properties keep resetting to the read-only mode or half read-only mode, hence no matter what we tried that UI would keep reset by default, either the entire UI or just the chat panel position.
So after several tests, it appears that neither Blizzard nor the servers have a fault in it, it is about the Windows system which will not allow WTF folder and its subfolders to register your variables created in the game, because of the Window system / file properties.
What I did to maintain the chat panel position was, before going in Edit Mode (stay in the game), went to WTF/Account/(your ID)/Your Server/Character - right-click on folder - properties and uncheck+check Read-Only mode, click apply to subfolder as well, DO NOT press OK - (go back in the game) start to modify your UI as you like - save it for that chart only (you have that option - click it - save it) and you can safely logout and login and that stupid chat position will be where you set it.
TLDR: WoW folder will not save account variables because it keeps reverting to half read-only mode folder property, hence your UI save will not be registered.
I hope some savvy will do more research on this matter but definitely this is the issue and nothing else and can be deeper analyzed.
