Greetings,
When doing the Deadmines dungeon, in the last fight with Admiral Ripsnarl, when he goes into the fog, the particles/textures starts flickering all over the place like crazy as if the GPU is dying (Like shown in the screenshot down below), not only there but in some zones in Zuldazar and Kul’tiras also the same issue happens. I remember a while back it was reported (Link here for reference: https://us.forums.blizzard.com/en/wow/t/texture-flickering-after-8-1-5-dx-12-win-10-gtx-1070/132722/9 ) and they admitted there being issues with DX12.
On the PTR though running with DX12 on 8.2 was fine no textures flickering, but ever since the patch went live for some reason the same issue has returned. Switching back to DX11 seems to fix the issue, but for some reason I find the game on my end performs better on DX12.
I cleared everything (WTF,Cache,etc) and the issue still persists, I have a fairly decent setup:
CPU: i5 8600k @ 4.4Ghz
RAM: 16gb @2666Mhz
GPU: Nvidia GTX 1070
Drivers: 430.64 (I know not up to date but had alot of issues with the latest 430.86 drivers in other games including in WoW, like fps drops and stuttering, the version I have seems to be the most stable)
Mobo: MSI z370 Gaming Plus (Drivers up to date)
SSD: Samsung Evo 860 250gb

Had the same problem as you, google for nvidia driver hotfixes and download 431.18, see if it helps you too.
431.18 fix 4 thing

I havent got any flickering since i installed it, maybe its my luck or idk.
Direct X11 - On certain locations have Flickering textures
CPU: i7 4930k
RAM: 64gb
GPU: Nvidia GTX 1080 gtx (nVidia 430.39)

Tried playing with those drivers for a while, the flickering is still there.
Also forgot to mention I don’t experience or ever experienced the UI flickering I’ve seen in other posts, only in ingame world textures, who start flickering mostly when particles and lightning effects are more prominent.
Also tried a different card (GTX970) to make sure and it still happens.
In the meanwhile, installed some older drivers, from all of them 430.39 seems to run the best, flickering is still there but not as bad. So far the only conclusion I can draw is that it might be a driver issue on Nvidia’s part based on people reporting same issues in other parts (Reddit, Other forums) which only people using their cards are complaining, don’t see anyone with AMD saying anything about this so far(spent more time troubleshooting than searching AMD’s side).
What is perplexing is, that it is exactly the same issue I had in 8.1.5 and when I played on PTR some weeks back it seemed fixed, now on live launch it got broken again, weird indeed.
I’ll keep trying other solutions to make this work but for now I’ll use DX11(Legacy) that seems to not have this issue, which DX11 non legacy also seems to have.

I can confirm it’s 100% a Nvidia Driver issue, after some research and seeing the others have the same problems, I borrowed a Radeon Vega 64 from a friend, played for a whole day no issues with DX12 and no texture flickering or any other annoyances.
Guess we have to wait until Nvidia fixes this issue in the next release hopefully.

Im planning to roll back to 430.64, i have serious stuttering and fps drops with the new driver. (tried it on old windows (1607) with the latest driver and the flickering wasnt there)
430.53 is fine for me. Anything newer has the bug. Try disabling MSAA before changing drivers.

I hope they fix the GPU driver crash caused by DX12… its so annoying and im forced to play in DX11. Tried every Win10 1903 supported GPU driver and all of them crash.
DX11 is a stuttering mess for me, have to play on DX12, im on .64 driver and have 0 flickering, just poor performance, it 60fps but feels like 30, and i see other players as rubberbanding frame skippers…
After some days playing, for me with DX12, 430.39 work the best, the flickering is barely noticeable, with newer drivers you kinda have to play in DX11 (Legacy) which atleast for me slogs the game.

I gave a go at those drivers, and holy cow it’s even worse than previous drivers, the textures specially in zones with alot of lightning effects flicker like crazy.
In nazjatar it’s even worse.
Didn’t try 430.53 long enough but I guess alot of people are reverting to that driver.

I notice flickering was getting worst on my screen also to resolve this issue you may have switch to direct x 11, until they fix this issue with 12 we are stuck with 11. I was watching somebody else stream their game and seen the flickering that they have. I ask him which video card that they have. They told me that they have the same 1660 super. I have the same issue before when they added shadows to wow back in vanilla days when I had the 9800 gx2
