Trying to upgrade PvP bracers from rank 3 to rank 4 have the currency reset is not yet happened (so I do not need a new week victory), today I already upgraded a few other items to this rank.
It did not let me upgrade from rank 2 to rank 3 before but after I drilled socket in it then it allowed to do it and then stuck again from 3 to 4.
Why is it happening?
Yes I had this issue this morning. Upgraded other slots to 236, but when trying to upgrade my ring past 229 it gave me the error ‘this item cannot be modified’.
Just to be clear - this topic was created in Customer Support section.
But Blizzard Customer Support is so supportive that it moved it here without any clarification on what is the solution or at what stage is bug fixing.

There is a bug with socketed items not being upgradeable from what I’ve read on NA forums. Dw guys, they will fix it in max 4 months! 
It was the case in BfA (u were not able to socket upgraded gear), in this case it something else.
On my monk i can upgrade everything to 4/9 but can not upgrade my fresly bought ring past 2/9 (i have played arena since reset, and can upgrade other items).
If you were to socket the ring rn, you would be able to upgrade it to 4/9, but then again the 5/9 upgrade would be unavailable. It’s defo a bug on socketable items and the bug itself has most likely something to do with the sockets themselves.
Either way, it’s a bug and there’s no workaround, you will have to wait for Blizz to fix it. The fix will most likely come at the same time, as vault loot is getting fixed, so let’s hope for this week.
Same problem. And it has nothing to do with sockets/gems, bcz I don’t have them.
Same for me, no sockets on my alt. Just hit 2100 earlier, able to upgrade cloak, but not rings or anything else.
I can’t upgrade rings, wrist and belt.
Yes, it does because it only affects items that can be socketed, doesn’t matter if u socketed them yet or not.

Really dumb bug.
Seems to be fixed. I had rival I bracers which I socketed today and I just upgraded them to rival II.
Was watching Whaaz a few moments ago and he still had that issue during this Session.
