The 11.1 Arms tier set cannot be allowed to go live

Arms already has massive issues with overpower taking prio over mortal strike and execute because of opportunist/slayers malice. This tier set will exacerbate this issue and force us to press overpower even more than we already do, we are legit going to be pressing overpower 3/4 globals while sitting on max rage and only using spenders to proc overpower, because our dumb filler ability is outperforming our spenders.

This is also going to force us to play slayer for all types of content. BLIZZARD PLEASE DO NOT GO THROUGH WITH THIS OR ATLEAST GET RID OF OPPORTUNIST/SLAYERS MALICE AND REPLACE IT WITH SOMETHING ELSE SO WE CAN ATLEAST PLAY BOTH HERO TALENTS AND PRESS MORE THAN ONE BUTTON TO DO DAMAGE.

also collosus is nerfed, no more execute stacks for collosus, terrible rotation design fury like inc, less flexible big nerf in pvp terrible design changes.
