You’d probably be enough high geared to never need to replace your items and therefore you’d socket the definitive ones 
It is account wide because I could buy higher tier items when I was still tier 1 on my alts.
I don’t know how you cannot.
I am currently tier 5 on my paladin, tier 5 is when you unlock 3 more quests that you can get by clicking the swords around the zone.
Even though I only bought the item that unlocks the swords on my paladin I can still click them on my alts that are still tier 4.
That is how they are account wide.

They have since added a hotfix on the 20th
- The new socket adding item,
Alloy-Warping Facetor and conduit upgrade item,
Death-Bound Shard should now be purchasable by all characters on your account from Archivist Roh-Suir once one character has reached Tier 6 Research.
Do not worry. With the state BLizzard is in we will not be seeing a new patch for an eternity. You will get your sockets.

Some items are account wide, not all.
Like the Teleporter Repair Kit and Repaired Riftkey. They need rank 4 to unlock, but once you unlocked that on a main you can buy them on alts with lower ranks, as even showed in the pictures Schmushe linked.
Cannot be bothered farming this boring grind for a mere 3 sockets ( Thanks blizzard for making cloth have only 3 socketable items because everything else already has a domination socket ) that will be an average of 70-80 dps increase.

I think the changes they made are good but the bulk of stuff just isn’t account wide.

Personal doubt is granted. Does not make what he said any less true or valid however. I spend upmost of an hour in Korthia. Never more than that. And I’m rank 4 as well. 96% of the things I do in WoW right now, is spent outside of Korthia, ergo his claim of barely playing WoW makes more sense.
I don’t get how people can be tier 6 already. I’ve done all the dailies, clear the vast majority of rares every day and I’m 9K tier 4. Is there some other supply I don’t know about?
But I do agree, the item upgrades are renown locked so why make the grind to tier 6 so slow and miserable. It isn’t fun at all is it?

Grind mobs ? I get a hundred of so relics everytime I grind leather.
That and chests, like the rift ones which are very profitable (fairly high chance among the 4 rift ones to get a supply chest quest, giving you around 5k gold worth of stuff)

Do them daily. As I said I’m not tier 5 yet, I feel pretty unlucky in the rng rep fest Blizzard have decided to put us through.
Indeed they’ve fixed stuff since, I have much more available on my lowest tier character now. At the time of the discussion, however, next to nothing was account wide.
The two items I listed though have been account wide from the start.
I agree that it’s misleading when someone stated that “it is account wide” implying everything is, since well not everything is.
However he is not wrong either since those two items been account wide from the very start.
And then the added hotfix on top of that. So you have both been right.

There already is. You unlock it by getting a higher rank and buying the upgrade.
It IS a misleading statement. 
But some items are still account wide. I am guessing he meant those but he should indeed have been way more clear about it.
what upgrade aka nothing? relic of abundance doesnt unluck before rank 6 and by then its useless
