No. He told everyone we defeated the Legion because we successfully raided Antorus, wiped out the Legion’s command structure, imprisoned Sargeras, and ended the Burning Crusade.
Also, it would only be a lie if he willingly knew that the Legion was not defeated. Since there’s no indication that he actually knows the Legion is not defeated (let’s start from the assumption that it’s not vanquished), he wouldn’t be lying anyway. There’s a difference between lying and making a genuine mistake.
He never mentioned Argus, he mentioned The Burning Legion
You see not every demon was killed in Legion, Demons are still out there waiting for their Burning Master.

No, I’m telling you that Sargeras is defeated, it doesn’t mean we won’t see him again. Archimonde was defeated in the Third War but we saw him once again, Kael’thas was defeated once but we saw him a second time, Kil’jaeden was defeated at the end of TBC but we saw him again, Nefarian and Onyxia were allegedly defeated in Classic but they returned, Mannoroth was defeated only God knows how many times, it really isn’t rocket science.

It’s not just my comments about the Legion being defeated, I provided two official sources where it’s literally stated that the Legion is defeated and its Crusade stopped.
