The Camel-Hoarder

I farmed the title ‘the Camel-Hoarder’. I’ve been tp because I’ve found the right miniature but I’m currently in the zone and the NPC ‘Dormus the Camel-Hoarder’ isn’t spawned.

“In order to get to the instance of Feralas that Dormus is in, you must have the buff Dormus’ Rage on your character.”
When I was teleported, I never had this buff. I think that’s why I can’t see the mob.
