I’ve been watching countless youtube videos on this, and in all of them they just fly to the dragonshrines to keal the bosses that spawn within 15 minutes. Here I am trying to fly to these places and there’s nothing but regular mobs. Nothing ever spawns.

If this is your first time you need to do the events that are required to reveal those bosses first. Once you revealed them you may just initiate the fight directly on subsequent attempts.
Generally speaking it is not designed to be completable on the first try, this is why you have a “research” tree there on top of the game “remembering” which of the shrine bosses you faced before.

Oh I see. I’ve never played the previous expansions so I guess that’s it. It’s weird because this game is designed to start from the newer expansions and then suddenly you’ll face something like this and there’s no guides in game to explain it.
You don’t have to do other expansions, it’s just that inside the scenario you need to fulfil a certain requirement for the bosses to appear for the first time.
It’s kinda hard to explain, so if you’re having trouble I suggest looking at the guide I linked earlier, it has videos and all.

It was actually always like this, a standalone fun little thing that you explore gradually and open up the shortcuts so you can complete it in time in a later run. I didn’t use any guides at all.
Legion had so many cool and fun things such as this.
I’ve played for less than a year and I’ve tried all expansions except Warlords of Draenor and Cataclysm and on the Litch King expansion I’ve only taken level 20 - but Legion is perhaps my favorite so far. I really like Mists of Pandaria too though.
