Just trying to open up Argus on a 120 boosted character. After handing in “The Hand of Fate” quest the boat phased out and all the NPC’s are now swimming in the harbor. Not sure where to go from here.
Tried manually heading to harbour near Exodar or doing the quest again with Party Sync?
I really hope this gets solved for you. 
Sorry to revive an old thread, but did you get this sorted at all? I didn’t boost, but the same thing just happened to me, the ship disappeared and the NPC’s are either floating or swimming, and there’s no follow up quest.

If you are having issues after handing in the Hand of Fate, you should find you can speak to Vereesa Windrunner directly, who should take you to the Exodar.

Kinda hard to speak to Veressa Windrunner directly since she phased away with the boat and the crew. Went to exodar myself but nothing works
Have you made sure you have no quests that might be partly or fully set at the harbour? It sounds like a phasing problem which is almost always caused by quests in a different phase.
